2.5.0 Notebook Update #665

Synopsis

Updates the information at the top of each notebook to indicate that the notebook is tested with uwtools version 2.5.0
Updates Read the Docs links to point to version 2.5.0 pages
Adds a tree Binder dependency to address a bug in the fs notebook
Adds a table of contents to the template notebook and updates section names
