New report: change over time #14

For overall ARCHive management, what new formats are common enough to pay more attention to format monitoring and how is our size growing (including proportion to different departments)?

For individual department use, how much of the risk is unchanged from previous reports and has not been addressed yet and how much is new risk, either from new formats or increased risk of old formats?

Currently have some information in the narrative report and a spreadsheet with the overview and format type information from the two reports (2020 and 2021).

This was added to the department report. If do it for the ARCHive report, need to move making NARA risk categorical out of spreadsheet_risk() and into the main body of the code after reading the CSV into pandas so that there is a defined order for analyzing what has increased or decreased.

Add for the 2026 cycle, since 2023 is the first year that all formats will be evaluated for risk. The comparison is more meaningful once all formats have some risk data.
