Simplify narrative report? #18

Review the narrative report for information that may not be useful. The longer it is, the less likely it will be reviewed. But might be some benefit to the continuity of keeping it the same and will be supplementing it with department-specific reports.

Changes to this report do not require a change in the script, unless no longer need to produce summaries that were used as the basis for a visualization or section that are no longer used.

Made some changes in 2023. Follow that as the template.
