Make range summaries a histogram #19

We have four summaries to measure the long tail: how many formats are very common and how many are very rare. These include file counts and total GB for standardized format name and for format ids. However, the ranges are not all the same size (1-9, 10-99, etc.) and it would be more intuitive if they were. A histogram could set up the ranges automatically.
