26 rename archive format csv #37

There are two CSVs. One is formats_by_aip and the other was formats, which didn't indicate what made it different. Renamed to formats_by_group, which required renaming a lot of variables and updating comments, in addition to changing the name of the CSV created by merge_format_reports.py
