Currently, if there is no match to a format in NARA, the value of the columns are:
NARA Format Name = No Match
NARA PRONOM URL = blank
NARA Risk Level = No Match
NARA Proposed Preservation Plan = blank
NARA Match Type = No NARA Match
To be consistent with how blanks are treated with format identifications, they should be "NO VALUE" instead. This makes it easier for the user to see the cell is blank on purpose. It also makes the data type consistent (always a string instead of sometimes an empty string and sometimes null) when working with the data.
