added interest form button and hacks 7 banner #21

(#Tech-18) Banner and button have been added and are ready to be reviewed

@cnc45333 After talking with @elhanakelly yesterday, we both agreed that we can just have the banner have the pre-registration link and not have another button next to 'Learn more about us'. So, if you could make those changes and mess with making the font size slightly smaller on mobile that'll be perfect, and then we can aim to merge it sometime this week.
