citeproc added to nomad: https://github.ugent.be/Universiteitsbibliotheek/nomad-jobs/blob/main/citeproc-server.prod.hcl

Available on 3 nodes behind domain citeproc.lib.ugent.be.
As this is a stateless server, and does not require development, it is only installed in one environment, i.e. production. To be used by both development and production clients.
domain is protected by an IP whitelist
no https added, but probably not really needed
