Add a dummy data command

This is a command which adds dummy data to the database & the index. The goal here is to directly seed the database with representative data for both testing as well as development. This would make it far easier to add dummy data to the application.

• [ ] Embed a JSON or YAML file with dummy data
• [ ] Add it to the docker-compose.example.yml file
