I solved this issue by editing the settings file at $HOME/.config/uGet/Setting.json (v2.2.3 on Fedora).
In that file, find "DownloadColumn"
and change these following values under it
"SortType": 0,
"SortNth": 0,
This basically resets the sort-order by name/date/whatever you may have chosen either accidentally or otherwise. Now everything works as it should.
This makes sense that you cannot reorder the download queue when you have it sorted by something else but it should have been made clearer somewhere as I was waiting for this 'issue' to be fixed for so long.
Not the ones at the top of the UI, or in the context menu. I've tried all types of sorting configs, and they're greyed out and disabled in them all AFAICT.
