The perl based tar extracting plugin was useful when windows did not include the tar command, and building from source (and having strawberry perl) was the normal way of installing. These days windows does have the tar command, and most windows users are not installing from source (and thus do not need perl). Hence this removes the p5tar extracting plugin.
