(v3.1.7) - Sinergym scripts/ update

Description

This PR does not modify Sinergym's functionality or configuration, it only improves the DRL training and evaluation scripts to make them easier to use and with some added functionality. For more information, check the changelog.

Changelog:

• Train and eval script moved for better organization and added one configuration example for each algorithm in training.
• Deleted external seed in model construction, now is read as algorithm parameter.
• Created environment parameter and algorithm parameter processing function in training script.
• Now if algorithm parameters are not set in configuration file for training script. The script will run a train with default parameters and MlpPolicy.
• Added Deterministic True value for evaluation predict method.
• Added noise instance for TD3 action_noise parameter.
