Merges fix-get-post-patch-cli-commands -> add-experiments-plugin

This new adoption was necessary before we can effectively make POST requests from the CLI.

• HTTP DELETE API and elapi delete CLI command was added. This marks the completion of all HTTP request types covered in the eLabFTW Swagger documentation.

I will be merging it to add-experiments-plugin branch because we need this branch's features for the experiments plugin. (Bad branch organization probably!) But some of the new changes introduced need to discussed.
