This PR updates HH cross sections to the latest recommendations of https://twiki.cern.ch/twiki/bin/view/LHCPhysics/LHCHWGHH, which includes an update on both the ggf and vbf production modes.
The cross sections are now NNLO (ggf) and N3LO (vbf), so that no kl-dependent scaling is required in the inference tools.
