Create facility #4

this pr is built on top of move-errors so merge it first.

This creates the pane to create a new facility as an experiment.

I don't think a pane is the right construct.

This looks good other than the pane deactivating map.

yeah it should move to a dockpane or soemthing that can be open while the map pane is active
