Update UIC Addin to work with ArcPro Version 3.X.X #51

The current version of the UIC Addin does not seem to be compatible with with ArcPro Version 3.X.X. Mark Stanger had upgraded from ArcPro 2.9 to ArcPro 3.0 and noticed that the UIC Addin was not working with the new version of ArcPro. He has since downgraded back to ArcPro 2.9 to be able to use the UIC Addin. Could you please check the UIC Addin and update it to be compatible with ArcPro Version 3.X.X if needed?

@rsparker-utah I'm going to put this in our planning for FY24 Q3 to investigate, with hopes that we'll be done with the inventory app and can turn some attention to this.

@rsparker-utah Please provide more details about where and how the addin is failing. At what step in the process? What are the errors? Any details you can provide will help us triage this issue.
