I think I messed things up with fields VIIA_1 and VIIB_1. I counted the number of VIOLATIONS ReturnedToCompliance instead of the number of WELLS. All of the violations that were returned to compliance in the quarter and the year were for the same well so I think VIIA_1 should be '1' and VIIB_1 should be '1' as well. These forms are confusing because sometimes they are asking for the number of wells and sometimes for the number of violations, enforcements, etc. Sorry about that. I changed the numbers in the Staging Data Count Column of -2b
