Met to discuss improving the path to community growth in these welcome pages, and identified CONTRIBUTING.md file as missing.

Moves resource links to a second page, re-focusing the front page as a welcome and call to action.
Add Contributing.md file with some basic information on how to help maintain these pages.

Co-authors include @areynold and @mpitcel.
