4.x - Implement container queries to set max-width values for small, medium, and large card images

Currently, we set a percentage-based max-width on our small, medium, and large card images. This is useful in larger layouts, however when used in layout columns the percentage based image width will appear different in each layout column.

Proposed solution

• Implement container queries for images using the code in (https://github.com/uiowa/uids/pull/785/commits/d84e1edcd5bc8f1593f61e6903a9bc1955e3b46f#diff-8e038ebe0a97c988224576ad941b3eac4a9fa27cf477e105f6d4d7ca81ba98c8L303-L367) would allow us to set max-width pixel values of images used within layout columns.
