Brand bar - 3.x - remove iowa-bar.js attachment #858

A user pointed out that:

there is a reference to the asset iowa-bar.js
in the code, there are places where the ".style" property of elements are checked, but, if the object (menudrawermobile) doesn't exist, it will throw an error.
Please consider updating.

Move iowa-bar.js to uids_base and remove it from 3.x?
