4.x - Updated with patterns and css variables updates for off-brand theme #865

This pr updates 4.x with updated background images that work better with the css variables work for the off-brand theme.

Alan introduced that in https://github.com/uiowa/uids/pull/670. Perhaps we use it in the future? For the off-brand theme, I decided not to use it.
