Describe the bug:
Orthanc Logger start new instances every 10 seconds leading to creation of multiple studies.
To Reproduce:
Steps to reproduce the behavior:
Expected behavior:
Only one new study should be created
Actual Behavior:
Studies are created every 10s while program waits for the study to stabilize
