Description

As a developer, so that I can streamline our team's CI, I want an initial workflow setup that can run our static analysis tool

Acceptance Criteria

This issue is blocked until our static analysis tool is decided in issue #9

Workflow is not needed.

SonarCloud was added as a GitHub app and will run on every pr and every push to a pr.
