Requirements files are proliferating #10

The number of requirements files are growing in the root directory. Think about if each is necessary and, if so, where each should live.

If https://github.com/uisautomation/iar-frontend/pull/40 is merged, it will be affected by this. Make sure to check the iar-frontend.
