Let cmake automatically detect libfabric/cxi. #35

I use fi_info | grep cxi to detect the availability of libfabric cxi provider for now.

Users no longer need to pass -DLCI_OFI_PROVIDER_HINT_DEFAULT=cxi when running on Slingshot-11.
