Suggestion: Monarchies with "Landed Only" Voting should be able to change ruling party without the Constitutional Crisis event #137

Or, more specifically, monarchies with no further reforms in each respective category than Landed Voting, Appointed upper house, and First Past the Post.

I feel as though monarchies on the conservative end of the spectrum have the short end of the stick currently as represented in HPM and EEM. The moment voting is enabled, no matter what the rest of your reforms are like, the constitutional crisis event will start to apply, and as far as I'm aware the militancy, plurality loss and modifier duration are the same for all semi-constitutional monarchies, even when one can have universal voting and another can have only landed.

I view this as a balance change more than anything, to represent how monarchies which still had extremely easily-manipulated voting systems and limited franchise could still effectively do as they wished, and make of the constitution what they would. Despite this, though, the suggestion is rooted in the historical examples of nations like Hanover, Hesse-Darmstadt and, especially, Wurttemberg, and how their monarchs, despite technically having constitutions, were able to almost constantly game the system and ensure that the parties of their choice maintained power regardless of what the outcome of any given vote showed.

Since militancy and consciousness already change whenever a ruling party is forcibly switched to, I think removing the Constitutional Crisis in this narrow case is a good balance call and historically accurate as well. Whenever the franchise is further extended or the selection and/or composition of delegates to the upper house begins to change, the system loses the limited window of continued monarch control.

Do they? I'm pretty sure the militancy and consciousness are applied by the Constitutional Crisis event

By default when switching to a less-popular ruling party you'll get that MIL/CON hit, unless HPM specifically removed that entirely when he added the Constitutional Crisis event. Fun fact, I was the one who suggested to him how that should work. And I did a good job because it's painful enough that I never do it anymore because of how brutal it is, so maybe I am just missing that he removed the base change MIL/CON to put it all on the event.
