Bug: Italian Pan-Nationalists Rising after Italy was already formed #142

Seems unintended, the rising was within Italy itself. Not sure you can do anything about it, but just in case. Save: Italian Pan-Nationalists.zip

Pops don't leave rebel groups until some time after that rebel type is no longer possible to join. It's just a thing that happens sometimes.

Examples of this are unciv reactionaries in recently westernized nations and partisan rebels in countries not at war.

I'm aware they don't flip off instantly, but the delay was fairly significant. At least 5 years ingame. It might not be a terrible idea to have nations get militancy burns when nations with pan-national rebels unify into their final union state (so Italy, Germany (but not the NGF), etc). That might also be OP though, I don't know.
