Also, not directly related, but it also lets me pick states that are entirely isolated from me like Yunnan or Guizhou. Aside from Goa and the treaty ports I have no land in Asia and am not even allied with Britain, so it's weird the CB lets you take inland territory like that. I've only ever seen it be possible with China.
It's not just China. The demand concession and the demand state cbs both have conditions that force the AI to only take neighboring and coastal states, but the player is exempt for some reason.
For example: in my current game as Portugal I control Ningbo and Jiaxing as treaty ports, and Britain controls Shanghai and has Kiangsu as its trade zone, which controls most of the rest of South Jiangsu. I'm able to add a Concession CB on Qing for South Jiangsu, but because Kiangsu exists I would only be receiving Nanjing, but Nanjing would be an exclave with no sea access. I'm also guessing that under normal circumstances I wouldn't be able to demand South Jiangsu at all, and only can as a result of the reduction in perceived population in the state since Kiangsu exists.
Fast-and-dirty solution, but I would just make it so any state that contains a puppet trade concession can't be claimed with the CB. I think that's fair anyway, because realistically speaking the AI (or player) has chosen to exploit trade in the region over and above attempting to seize additional land directly.
