Bug?: Can't add new CBs in ongoing war #179

I have enough jingoism, the wargoals seem valid and let me select them, but the button to confirm is always greyed out. The only CB it'll now allow me to add is seemingly dismantlement. It looks like it's a bug of some kind but I can't identify what, I've seen it before but it's been kinda rare and I can't recall if it's EEM-only. I'm trying to add a seize state CB for South Malaya. It's not a bug, you only have 5.16% Jingoism. The jingoism requirement to add wargoals in HPM is 7%, not 5% like in the old days.

(The add dismantlement cb doesn't have a jingoism requirement, that's why you can add it)

Well that explains it, but is also frustrating since there's then no notification to the player about why they can't add the other CBs. Is the jingoism thing mentioned in the event text for when Great Wars are discovered? Perhaps it should be, just to note that you can add that CB when you may not qualify for others.
