I'm not sure how the game handles the behavior of puppets who have puppets, but probably not well. Bavaria should likely become the puppet of Austria's overlord in this case.

There's the Ottoman > Egypt > Hedjaz puppet chain which seems to work! But yeah you can't call Hedjaz as an ally, so puppets of puppets are not that great.
