I think Goa is flagged for both lategame tea changes and lategame iron changes, so eventually Goa will start getting events to flip it to iron, then to tea, then back to iron and so on. This isn't from unemployment, but from the generic tea spread event ("tea shouldn't be a monopoly" decision text). I'm not sure if the tea RGO changes are somewhat randomized, and if so this might not be a guaranteed issue, but it seems like the best solution may be to just void the province from the tea spread event. Goa would be one of Portugal's only sources of iron for industrialization, and Portugal already typically struggles to industrialize.
