Graded winding pack within SC TF coil #1548

The internal composition of the winding pack within the superconducting TF coils should have more flexibility: implement the option to specify layers within the WP, and to allow radial grading of cabling dimensions (e.g. number of HTS tapes, thickness of conduit) across those layers.

Suggested for inclusion: output B field at each layer in graded WP.
