Add option for a picture frame shaped vacuum vessel #1742

Summary

A new vacuum vessel option should be added that allows for the vacuum vessel to be shaped as a picture frame, the same as the TF coil option.

After implementing issue do the following

[ ] Does it change the output? If so, give justifications.
[ ] Does it change the baseline 2019 run? (you may need to run on Freia)
