Implement new ripple calculation model for picture frame coils #1764

Ken McClements has developed a new analytical model based on the vacuum Maxwell equations for picture frame coils. The current model by @mkovari is an empirical fit to a numerically determined ripple for D-shaped coils in a conventional aspect ratio tokamak.

The new model proposed by Ken is as follows:

\delta = \Bigg(\frac{R_{major}+R_{minor}}{r_{tf outboard}}\Bigg)^N 

Where $N$ is the number of TF coils.

This model has been shown to have an agreement within 10% of numerical calculations.

Note that r_tf_outboard_mid is the radius of the midline of the TF outer leg. The calculation of the midline includes the case thickness, which can be substantial. The actual winding pack has a smaller major radius.
