Update install documentation to match Python3.10 #1802

Installation documentation needs updated to reflect Python 3.10 changes.

Mainly:

sudo apt install -y cmake gfortran python3-pip lcov poppler-utils python3.8-venv --> sudo apt install -y cmake gfortran python3-pip lcov poppler-utils python3-venv
