Closes #1694

Understand and develop uncertainty tools

To do:

I think when the MC run ends on a failed run of PROCESS it interferes with the script it doesn't write the uncertainties_data.h5 file. Maybe add something to deal with this, either complete more runs or disregard last run?
Freia seems weird and until I can figure out why some runs finish and others don't - random seed = 12 seems to work out well.
