Option for resistive or superconducting Central Solenoid

The vardes has an option

ipfres /0/ : switch for PF coil type:
    = 0 superconducting PF coils;
    = 1 resistive PF coils

However, it is not clear if this applies to the Central Solenoid, which should probably have its own switch.

Action Plan

• Define a new separate ipfres type conductor switch only for the CS
• Replace the parts of the code that use ipfres when dealing with the CS
• Check integration of new ipfres switch with cost model calculations
• Check integration of new ipfres switch with stress model calculations
• Check integration of new ipfres switch with critical current model calculations
