Adding multidimension array functions to capnp
updating builds for freia and uda2, including adding optional fetch_content to cmake for fmt and spdlog
fixing UKAEA issues:
- 149 adding libxml2 to pkgconfig
- 145 removing cython form install_requires in pyuda setup.py
- 142 adding long64 and ulong64 to accepted datatypes for subsetting
