Set high pod priority for essential services #128

Give the following services high priority in their Kubernetes manifests:

Piezo web API
Prometheus
Ingress

Acceptance criteria

[x] Those services are always up and running during high load on the cluster (i.e. Spark jobs are failing due to resource limitations)
[x] Priority class can be seen in the descriptions of the pods: piezo web app, prometheus operator and ingress controller
