Version 3.23.12 Waterfall Enable Export #35

This doesn't seem to function, using default no file found, providing a path no file appears, once the enable box is ticked.

I think https://github.com/hexameron/dl-fldigi/commit/5bba63de299e71f03d2bf828b8f9f47adca2ddce may have fixed the issue of SSDV images not being saved if you miss the first packet.

I also fixed the waterfall.png, and rewrote the UDP soundcard to compile on Windows, but that is mostly untested, since I don`t use UDP or Windows.

Oh good man! Will update and see what gives. Don't suppose there is a Windows build around is there ?
