move archival container format config back to records #15

During the repository separation work we were doing yesterday, I accidentally moved archival_container_format in the config file from records to repositories. This fixes that.

I just noticed that the config file has sections called records and repository (not repositories). I'm going to go ahead and add the fix for this to this pull request.
