Allow authorized users to edit controlled vocabularies #28

I would like to suggest, that the same way I am able to manage the tooltips through Git, I'd like to be able to manage the various controlled vocabulary for drop downs in the interface.

I fixed your issue title. A good issue title should be a clause in the imperative mood, not a noun phrase. That makes it clearer what is being requested.

Would like to point out that the only authorized users to edit the controlled vocabularies would be the admins here at UK. Not other repositories. Just to be clear.

I'm using "authorized" to avoid committing to which role or roles authorize this action, since we haven't had that discussion yet.

Implementation note: we are currently reseeding the controlled vocabularies on every deploy. We would want to prevent the editable controlled vocabularies from being reseeded on future deploys.
