Make creator repeatable #37

The creator field should be repeatable.

Like source, users should be able to construct new creators.

Like all user-modifiable controlled vocabularies for records, creators need to belong to the repository which includes the associated record. This prevents editors of different repositories from stepping on each others' toes.

This was handled in #55. (There is currently a bit of inconvenience in dev mode, but that is out of scope for this issue.)
