Add spatial coverage to records #40

This is a recommended, repeatable field in the KDL metadata guidelines.

The structure of this field should adhere to the 2004 revision of the World Geodetic System (WGS 84).

@libmanuk This is the WGS 84 coordinate for Lexington, KY.

Decimal (WGS84) : 38.031912, -84.495327

We will be requesting those two fields from the user?

I'm going to input it as a string, I think we can store it as a string and then convert to whatever we need later on. There are some Ruby gems available to do the WGS84 conversion.
