Add LCSH Subjects #43

There is already a subjects model -- we can use or rename that.

Editors should be able to browse subject headings from the Library of Congress, but the selected subject headings should be cached as strings in the database.

Sorry this is too late, but you should look at

It's working Rails engine that combines lcsh_suggest with a bunch of other sources, and is being actively developed. I'm not working on lcsh_suggest anymore.
