Bumped Component Rails version
Added instance variables to controllers to determine single mp pages
Removed all instances of dissolution singular and provided a more robust solution
Added Election checks to all necessary views containing dissolution messaging
Updated views to contain new letter navigation syntax
Added election message shared partial with updated translations
Fixed corresponding tests
