Support tags #8

It would be great to be able to configure tags. See PR #7 for an implementation.

This should now be possible in v0.0.24 onwards. The relevant change was done in https://github.com/uktrade/fargatespawner/commit/72b20163825af557f401268a9f7108174e2dd83b
