Added hdfs-exporter, amended dev and prod to use #11

Added hdfs-exporter to this repo (still also in old, left that for your entertainment). Had to configure via a dapi request, so please review if theory is correct. Runs on monitor-grafana.dapi, though annoyingly dev2:9100 considered down..

Looks fine - the use of hdfs-exporter.dapi.wa.bl.uk:80 is technically unnecessary, as the HDFS Exporter is part of the same stack so you can just talk to hdfs-exporter:9118. However, this model would also cope with running it outside the stack so hey.
