Update to PyWB 2.7.x #101

This PR brings together the updates to PyWB 2.7 (from the 2.7.2 branch) and the new reading room access changes.

This 2.7.x branch will be used to merge and test all these changes.

@anjackson there was an issue with the query.html template in ukwa-pywb, so I've pushed a fix to 2.7.x and 2.7.2 branches. Should work now!

This is working and almost ready, but the Vue timeline accessibility is quite poor: https://github.com/webrecorder/pywb/issues/846

If that can be resolved, that would make it possible to polish this off.

@GilHoggarth The timeline keyboard accessibility issues mentioned here have since been resolved, if you're looking for a path to upgrade the pywb version :)
