Merge of beta configuration #6

Changes for .../ingest/w3act/.

This code starts the w3act service on beta so I'm hoping to get this configs into the ukwa repo.

BTW, @GilHoggarth if this is a work-in-progress you can mark it as such (prefix the title with [WIP]) or use the 'draft pull request' feature. Otherwise I'll assume you want me to review it and potentially merge it immediately.
